4KIDS of Central Texas Executive Director

In addition to being a gifted administrator, Carol is entrepreneurial at heart and loves creating “new futures” in the arena of child advocacy. Carol is also co-founder of International Family Services and holds multiple teaching credentials. She taught for many years in special education which she finds very helpful with her work in foster care and adoptions.


Carol has been married to husband Bob since 1974 and is the mother of 10 children, four she gave birth to and six she adopted. She likes to tell people that it’s a lot easier to get out of bed in the morning the day after an adoption than it is the day after giving birth. She and Bob have foster-parented 12 children and countless other children needing a safe place. She also claims 17 grand children – and counting.


When Carol was a little girl she dreamed of building an orphanage and helping orphans and marginalized children. As an adult she saw her dreams come true when she had the opportunity of managing the funding of 3 orphanage-building projects, countless other special projects while helping thousands of families and children find each other. She loves being able to live out her childhood dreams.

Tom Garrett earned a B.S. in Accounting, summa cum laude, from The University of Akron, and started his career with Arthur Andersen. He is a dynamic senior financial executive with extensive experience, including roles as CFO and Treasurer of Fortune 500 companies LTV Steel, Service Merchandise and Magma Copper. Since his early career at Goodyear in Treasury and corporate finance, Tom’s career has gone on to span a variety of industries including media, retail, mining, health care services, manufacturing, business process outsourcing, and financial services in companies sized from middle-market to Fortune 100.


In addition to serving with 4KIDS of Central Texas, Tom is also on the Board of Directors for Celebration Church, Georgetown, Texas. In his free time, he enjoys spending time with his wife Barbara and their family, reading, movies, riding his motorcycle on country roads and driving his convertible

Bob is co-founder of 4KIDS of Central Texas and International Family Services. He is a life-long adoption and foster-care advocate and comes from a background in organizational development, church planting, pastoral ministry, public relations, and leadership and consulting in non-profit organizations. Bob is married to Carol Mardock and they have 10 children, six who are adopted. He loves tinkering on his almost classic 1988 Ford pickup. The Mardocks live in Georgetown, Texas and are members of Celebration Church. Tim grew up in a home where advocating for children was the norm. He has 6 adopted brothers and sisters, saw many faces come through his home as a foster brother, and eventually became an adoptive dad himself.


Tim wears many hats at 4KIDS ranging from managing the daily financial books and accounts of 4KIDS to overseeing the daily business operations including IT development and implementation.

Tim and his wife, Sara, have three kids. They fell in love while serving together on the staff of a Christian camp at the top of a mountain in the Sequoia National Forest (California). Through his years in Christian camping Tim did everything from cooking for hundreds of people to directing recreational activities to managing a staff of 30. He and his family love the outdoors but he often finds himself happily content reading a good book, running spreadsheets or working on his custom-built PC (another hobby). Tim and his family are actively involved in children’s ministry and young-adult small group leadership at Celebration Church, Georgetown, Texas.

Bruce Griffin has over 40 years experience in the real estate industry including residential sales and development, retail commercial brokerage, retail shopping center development, residential development and retail commercial consulting.


Bruce has served as a board member and chairman of Salvation Army Loudoun County, Virginia, and as a church elder, Bible study leader and men’s group leader. In addition to serving on the board of 4KIDS of Central Texas, he is also a board member of CASA (Court Appointed Special Advocate) of Williamson County, Texas. He is a member of Celebration Church, Georgetown, Texas and has 3 adult daughters.

After obtaining his Master’s degree and his Marriage and Therapy license Mel eventually joined the staff of Celebration Church in Georgetown, Texas where he served as Pastor of Pastoral Care and staff counselor.


In 2010 Mel and his family answered the call of God to move to Xai Xai, Mozambique, Africa, serving under the leadership of Pastors Joe and Lori Champion and Celebration Church. Over a seven year period of time Mel, along with his gifted wife, Diane, were responsible for raising up local church leadership, for planting and growing a multi-site church (18 Celebration church plants with an attendance of nearly 3,000), starting a child-sponsorship ministry that would feed 400 children every day, and establishing the School of Champions that soon became recognized by the Mozambique government as one of the leading educational models in the country.


During their time in Mozambique Mel and Diane would mentor their replacements, and in 2017 the Stauber family returned to Austin. Mel now serves as Pastor of Missions and Outreach at Celebration Church where he leads local and overseas missions and church planting. Mel and Diane have 2 teenage children and live in Liberty Hill (greater Austin), Texas.



Board of Directors

Mat serves as Executive Vice President of 4KIDS of South Florida and has been on the 4KIDS Florida team since 2000. He has played a pivotal role in the expansion of the 4KIDS model, not only in Florida, but now into Texas. Mat’s background in the Department of Juvenile Justice has developed his heart for foster care and continues to motivate him in his role as Executive VP. Mat and his wife Spring are foster and adoptive parents. They live in Fort Lauderdale, Florida and attend Calvary Chapel Fort Lauderdale.
